The paradigm shift towards edge computing and microservice architectures has fundamentally altered the dynamics of application-layer network traffic. In modern distributed systems, Layer-7 service placement is typically executed reactively, leading to suboptimal resource utilization, increased service latency, and potential degradation of user experience during sudden traffic surges. This paper proposes a comprehensive framework for multi-timescale traffic forecasting designed specifically to inform proactive Layer-7 service placement decisions. By predicting traffic fluctuations across multiple temporal resolutions spanning from sub-second granularities to weekly patterns, the proposed architecture enables dynamic and anticipatory deployment of containerized services at the network edge and core. The methodology integrates advanced conceptual sequence modeling techniques to capture both transient bursts and long-term seasonal trends in HTTP and gRPC request volumes. These forecasts are subsequently fed into a proactive decision engine that balances placement latency, resource constraints, and routing efficiency. Extensive theoretical analysis and simulated evaluations indicate that a multi-timescale approach significantly mitigates the delays inherent in cold starts and reactive scaling, optimizing the overall orchestration of application-layer components. The findings demonstrate that anticipating application-layer demands across diverse time horizons provides a robust foundation for next-generation network management and autonomous service orchestration.
