Statutory Question Answering requires precise retrieval and logical ordering of legal passages to formulate accurate answers based on complex legislative texts. This paper introduces a novel approach, Attention-Salience Passage Ordering, designed specifically to enhance retrieval tasks within the statutory domain. By leveraging attention mechanisms inherent in large language models to compute salience scores for retrieved legal clauses, our method prioritizes passages that contribute most significantly to statutory reasoning. We evaluate this approach against traditional term-based and dense retrieval re-ranking methods using prominent legal reasoning datasets. The results demonstrate significant improvements in both retrieval accuracy and downstream question-answering performance. Furthermore, we provide a comprehensive analysis of how attention distributions correlate with legal salience, offering insights into the interpretability of neural retrieval models in high-stakes domains. This research bridges the gap between general natural language processing techniques and the specialized requirements of legal informatics, paving the way for more robust and explainable legal text processing systems.
